Figured it out. Buttons do not change tracks but changes in between radio modes. Volume stabilized by turning off speed volume control. I think it was malfunctioning

2020 ford escape. USB plays but volume subtly goes up and down. Radio does not I also assume there are no steering wheel controls to change tracks?
